General Terms Quality Letter Ethics Letter PO Req. Supplier Report

Frontier Electronic Systems Corp. (FES) policy is to work with its suppliers to establish a mutually beneficial relationship, with the goal of procuring quality parts on schedule and with the appropriate certifications. FES has implemented a system that monitors supplier quality at regular intervals.

FES's Supplier Quality Rating System assists in maintaining records of material receipts and keeping track of the quality of the received material, on-time delivery and whether the proper certification package was received with the material. Supplier Quality Performance will be updated weekly and access provided via the link above.

FES suppliers who meet or exceed the standards in the above categories are identified and recognized as preferred suppliers who are entitled to additional benefits. These benefits include selection preference, reduced inspections, and/or additional business opportunities.

FES’s Supplier Quality Rating System is based on a 9-point system. It is divided into three categories, which will be the basis for a supplier remaining on our Approved Suppliers List.

Frontier’s new Supplier Quality Rating System was implemented effective March 8, 2003. Each supplier’s performance is monitored monthly based on the following:

Quality: Supplier  quality point calculation is based on the percentage of pieces accepted as a percentage of the total pieces received.

100% = 3 points
99% - 98% = 2 points
97% - 96% = 1 point

Delivery: On-time delivery ratings are based on percentage of pieces received by the promised date on the purchase order.

100% On-Time (or before promised date) = 3 points
99% - 98% On Time = 2 points
97% - 96% = 1 point

Customer Satisfaction: Customer satisfaction evaluation is based on the supplier’s performance in the areas of management, program, technical, and finance on a specific job. The Customer Satisfaction evaluation is completed by the appropriate areas submitted to the purchasing department annually.

1 point - All certifications are on time and accurate.

1 point - All Corrective Actions are received by the required date and are appropriate for specific request.

1 point - All Corrective Actions are effective and reflect true Root Causes

 

In the event performance falls below the 98% acceptance rate, the FES Quality and/or Purchasing Departments may elect to impose mandatory inspections, perform a system audit to validate compliance to requirements or take other actions as appropriate.

    A supplier placed on probation results in the following actions:

1. Production and deliveries on existing contracts may continue, but no new contracts/purchase orders or bid solicitations will be placed without the approval of the Director, Contracts/Purchasing and the Director, Process Quality.

2. The supplier’s management must present a corrective action plan to the FES Purchasing Agent and present follow-up status reports as defined by FES Process Quality.

3. Duration of probation will be a minimum of three (3) months but will not be rescinded until corrective action is complete and verified by FES Process Quality.

    A supplier with a “disapproved” rating results in the following actions:

1. No new purchase orders will be placed with the supplier.

2. Existing purchase orders already in production may be completed by the supplier with the concurrence of FES Process Quality.

3. A supplier who has been withdrawn or disapproved can only be reinstated by initiation of a new audit request by the FES Purchasing Agent and approved by the Director, Process Quality.

4. Disapproved suppliers will not be considered for re-approval for a period of one (1) year from the date of disapproval without FES Senior Management approval.

The FES Process Quality Department monitors and maintains the supplier approval status in coordination with the FES Purchasing Department. Where supplier deficiencies are determined, the supplier shall be asked to provide corrective action. Suppliers are invited to inquire about those quality and delivery performance events rated as exceptions.
